Does anyone have an idea if it's possible to create a raster/image catalog using SQL Server?

Yes it is but it depends as to how valuable it is. If you have meaningful meta data that you want to search on, then store that in a relational schema. The open question comes about as to where to store the images, if they are bigger than 2gb then you must put them in the file system. If they are smaller than that then you can put them in the database or put them in the file system and link to them.
The answer as to where depends on the query workload
