Rapid Prototype Software?

Can someone recommend a software prototyping tool suitable for a web front
end that would collect and store data in a SQL database. I'm looking for
something under $500 that would simulate drop down menus, hyperlinks,
checkboxes and the like. Any suggestions would be appreciated. Thanks, Panc
